If in any application to the Chinese Haritine Customs

a false declaration is made regarding quantity, quality,

nature, or value of any dutiable goods or articles oarried

er intended to be carried over the British Seation of the

railway, the Goverment of Hongkong shall, upon request

being made by the Chinese Maritime Customs, seize the

goods or articles in respect of which such false declara-

tion has been made and shall hold them as security for the

payment to the C,M,C, of such penalties as would be payable

under the regulations of the 0.M.C. if the seizure had

taken place in China.
